IFB HSR25-124 Fire Alarm Suppression Systems and Fire Sprinkler Systems Monitoring, Maintenance and Repair Services for Nine (9) California High-Speed Rail Authority Properties in Fresno, CA

Background
The California High-Speed Rail Authority is responsible for planning, designing, building, and operating the first high-speed rail system in California. This Invitation for Bids (IFB) HSR25-124 seeks to procure Fire Alarm Suppression Systems and Fire Sprinkler Systems Monitoring, Maintenance, and Repair Services for nine properties located in Fresno, CA. The goal of the contract is to ensure the safety and compliance of fire alarm and sprinkler systems at these properties.

Work Details
The awarded contractor will provide all labor, materials, tools, equipment, travel, and supervision necessary to perform monthly monitoring services for Fire Alarm Suppression Systems and Fire Sprinkler Systems at nine designated Authority properties. Specific tasks include:

- Monthly monitoring services via cellular connectivity;
- Immediate notification to law enforcement upon system activation;
- Reporting false alarms within 24 hours;
- Maintaining detailed records of system components;
- Ensuring all service technicians are factory trained and certified;
- Conducting regular inspections and service tests as required by local, state, and federal codes.

The contractor must also assist with transition phases when new contractors are introduced.

Period of Performance
The contract will commence on July 1, 2026 or upon Department of General Services (DGS) contract approval, whichever occurs later. It will continue through July 30, 2028 with an option for a twelve-month extension.

Bidder Requirements
Bidders must possess a valid C-10 Electrical Contractor License and a C-16 Fire Protection Contractor License issued by the California Contractors State License Board. Additionally, bidders must employ at least two personnel with California Fire/Life Safety Technician Certification (Blue Card). All subcontractors must also have applicable licenses. Bidders must be registered public works contractors with the Department of Industrial Relations if their bid exceeds $25,000.
