Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #07A6211 for Guardrail Services in Los Angeles County. The purpose of this contract is to provide necessary repairs and replacements of various types of guardrails and highway components, ensuring safety and compliance with state regulations.

Work Details
The contractor will furnish all labor, materials, supplies, tools, parts, incidentals, travel, traffic control, disposal, and equipment necessary to repair and/or replace damaged Metal Beam Guardrail (MBGR), Midwest Guardrail System (MGS) barrier, Thrie Beam Barrier, Terminal Systems, Crash Cushions, Transition Railings, End Anchor Assemblies, channel rail, and other highway components on a routine or non-routine basis.

Specific tasks include:
1. Reconstructing MBGR and MGS barriers with wood or steel posts in both single-sided and double-sided configurations.
2. Installation of various terminal systems including SRT 350 and CAT 350 for both wood and steel posts.
3. Ensuring compliance with prevailing wage laws if the total bid exceeds $15,000.

Period of Performance
The contract period will commence upon award and is expected to last until all services are completed as specified in the agreement.

Bidder Requirements
Bidders must possess a valid Class A General Engineering license or a Class C13 Fencing or C32 Parking and Highway Improvement Contractor license issued by the California Contractors State Licensing Board (CSLB). Additionally, bidders must be registered with the Department of Industrial Relations (DIR) at the time of bid submission. The contract requires a minimum participation of 3% from Disabled Veteran Business Enterprises (DVBE) and encourages participation from Small Businesses (SB) or Micro Businesses (MB). Bidders must also comply with insurance requirements as outlined in the solicitation.
