Background
The Department of Developmental Services (DDS) of the State of California is seeking to procure unarmed on-site security services for the Fairview Developmental Center (FDC). The goal of this contract is to ensure the safety and security of personnel, property, and operations within the facility. The DDS manages state buildings and grounds statewide, and this solicitation is part of their mission to maintain a secure environment for individuals served by the agency.
Work Details
The Contractor shall provide all labor, equipment, and materials necessary for unarmed on-site security services at Fairview Developmental Center. This includes:
1) Three eight-hour shifts per day, providing one unarmed Security Officer per shift (0600-1400, 1400-2200, 2200-0600);
2) Security officers must check in/out using a State-issued cellular phone;
3) Briefing DDS Contract Administrator during each shift;
4) Additional security officer may be requested based on facility needs;
5) Duties include safeguarding personnel, restricting access to authorized personnel only, deterring criminal acts, reporting emergencies, scanning for hazards, ensuring unauthorized items do not enter or exit the facility, checking building security;
6) Use of a digital security guard activity verification system for hourly patrols;
7) Compliance with Cal/OSHA and Federal OSHA requirements;
8) Provision of a well-marked operational security vehicle for each shift;
9) Uniforms must be worn by all officers with visible identification.
Period of Performance
The contract will commence on July 1, 2026, and will continue through June 30, 2027. There is an option to extend the term for one additional year at the same rate as proposed by the Contractor.
Place of Performance
All services will be performed at Fairview Developmental Center located at 2501 Harbor Blvd., Costa Mesa, CA 92626.
Bidder Requirements
Bidders must possess a valid California Bureau of Security and Investigative Services (BSIS) Private Patrol Operator license and ensure all security officers have a current BSIS Security Guard Registration. Bidders must be legally constituted to do business in California and in good standing with relevant state agencies. They must also comply with Executive Order N-6-22 regarding economic sanctions against Russia. Participation in the Disabled Veteran Business Enterprise (DVBE) Participation Program is encouraged but not required.
