This is an Agreement in which the Contractor shall perform Non-Hazardous Sludge Removal, Hauling, and Refuse Services. The Contractor shall load prepared sludge into Contractor supplied solid/covered bins and transport from Centinela State Prison and haul it to a permitted re-use facility. The Contractor will be compensated for services performed in accordance with the applicable rate(s) specified on the Exhibit B-1, Rate Sheet which shall include all labor, personnel, transportation (including travel, per diem, fuel, and mileage), materials, supplies, tools, any necessary equipment, permits, licenses, taxes, fees, shipping/freight charges, and every other item of expense necessary (unless otherwise specified herein) to provide all services identified herein for Centinela State Prison.
Background
The California Department of Corrections and Rehabilitation (CDCR) is seeking bids for Non-Hazardous Sludge Removal, Hauling, and Refuse Services at Centinela State Prison. The goal of this contract is to ensure the safe and compliant removal and transportation of non-hazardous sludge generated from the prison's wastewater treatment processes to a permitted re-use facility. This service is essential for maintaining environmental standards and operational efficiency within the facility.

Work Details
The Contractor shall perform the following services: load prepared sludge into Contractor-supplied solid/covered bins, transport it from Centinela State Prison, and haul it to a permitted re-use facility.

The Contractor will be compensated based on rates specified in Exhibit B-1, which includes all labor, personnel, transportation (travel, per diem, fuel, mileage), materials, supplies, tools, equipment, permits, licenses, taxes, fees, shipping/freight charges, and any other necessary expenses. The Contractor must ensure that all sludge is loaded into sealed bins to prevent contamination.

Services are to be performed as needed during weekdays between 7:00 AM and 3:00 PM. The Contractor must also provide proper transportation vehicles that are sealed and covered to prevent odors and spillage during transport. Additionally, the Contractor is responsible for maintaining containers in good condition and providing personal protective equipment for staff handling refuse.

Period of Performance
The contract term will commence upon approval and is expected to last until March 31, 2027. Services will be provided on an as-needed basis with requests typically requiring fulfillment within 48 hours.

Place of Performance
Services will be performed at Centinela State Prison located at 2302 Brown Road Imperial, CA 92251.

Bidder Requirements
Bidders must comply with California Government Code requirements including a business license from their respective city or county if located in California. They must also possess a valid California Department of Motor Vehicles Motor Carrier Permit if applicable.

Additionally, drivers must hold current California Commercial Driver’s Licenses Class 'A' or 'B'. Bidders are encouraged to include certified Small/Micro Businesses or Disabled Veteran Business Enterprises in their proposals.
