Description

Background
The Department of Rehabilitation (DOR) Business Enterprises Program (BEP) provides training, licensure, and self-employment opportunities for persons who are legally blind in managing food service and vending facilities on public and private properties throughout California.

The BEP owns and provides equipment for these facilities and is responsible for their maintenance and repair.

Work Details
The contractor shall provide service and repairs on commercial refrigeration equipment, including ice machines, frozen yogurt machines (refrigeration only), walk-in and reach-in refrigerators, and freezers.

Services will be provided at various locations including state, federal, county office buildings, correctional facilities, cafeterias, snack bars, roadside rests, and vending facilities in Fresno, Merced, Kings, Madera, Kern, and Tulare Counties.

Timely services must ensure minimal disruption to BEP vendors' operations. All repairs must be quoted for approval before work begins. Equipment cannot be removed without written authorization from the Business Enterprises Consultant (BEC) or Contract Administrator. The contractor is required to provide estimates prior to authorizing any services.

Period of Performance
The contract is expected to commence on August 1, 2025, or upon approval of the contract, whichever is later, and will continue through June 30, 2028.

Place of Performance
Services will be performed in Fresno, Merced, Kings, Madera, Kern, and Tulare Counties in California.

Bidder Requirements
Bidders must possess a C38 License (Refrigeration Contractor) issued by the State of California's Contractors State Licensing Board.

Technicians providing services must hold EPA Type 1 and Type 2 or Universal certification. Bidders must comply with Refrigerant Recovery and Recycling requirements under federal regulations.

Proof of current insurance certificates for Commercial General Liability ($1 million/$2 million), Automobile Liability (if applicable), and Workers' Compensation ($1 million) is required at bid opening. Bidders must also have a business license from their local jurisdiction.
