Description

The Contractor will provide PDF document accessibility services for Department of Rehabilitation (DOR). Documents will be in the following languages Spanish, Chinese, Tagalog, Vietnamese, and Korean. Chinese shall be translated into both Traditional and Simplified Chinese. There will be approximately 50 documents in each language, with a total of 300 documents. The entire project will be completed in one (1) year. REQUESTS FOR ACCESSIBLE DOCUMENTS Department of Rehabilitation Responsibilities: The DOR Contract Administrator or designee will send the documents in electronic format. A cloud-based storage platform managed by the Contractor will be the method to transmit and receive documents. The DOR Contract Administrator will send 100 documents every 3 months to the cloud-based storage platform managed by the Contractor. Contractor Responsibilities: The Contractor will electronically submit each document in PDF format to the DOR Contract Administrator. The Contractor will ensure all documents conform to the Web Content Accessibility Guidelines (WCAG) 2.1 (minimum Level AA conformance). Please use the following link to the WCAG guidelines: https://www.w3.org/TR/WCAG21/ The Contractor must notify the DOR Contract Administrator in writing of any anticipated delays in submitting the documents 10 days prior to the expected completion date of the project. The Contractor will return accessible documents on a continuous basis as documents are completed to the DOR Contract Administrator. The Contractor will make all changes when requested by the DOR Contract Administrator, or designee, and return the corrected document within 10 working days of receipt. Corrected documents will be returned with an Accessibility Conformance Report (ACR), such as the Voluntary Product Accessibility Template (VPAT). Accessibility Conformance Reports (ACR) are required for all requests.
Background
The State of California's Department of Rehabilitation (DOR) is issuing this Invitation for Bid (IFB) #C24-32729 for PDF Document Accessibility Services. The goal of this contract is to ensure that various written materials are accessible to individuals with disabilities, in compliance with the Web Content Accessibility Guidelines (WCAG) 2.1.
This initiative aligns with the DOR's mission to enhance the quality of life for individuals with disabilities through various services and programs.

Work Details
The Contractor will provide PDF Document Accessibility services, which include translating approximately 300 documents into multiple languages: Spanish, Chinese (both Traditional and Simplified), Tagalog, Vietnamese, and Korean. Each language will consist of around 50 documents.
The services include:
- Electronic submission of each document in PDF format to the DOR Contract Administrator.
- Ensuring all documents conform to WCAG 2.1 Level AA standards.
- Continuous return of accessible documents as they are completed.
- Required qualifications for bidders include proficiency in translation and submission of an Accessible Work Sample along with a certification from a recognized third party for translation skills.

Period of Performance
The contract period is anticipated to start on November 1, 2024, or upon approval, and will last until October 31, 2025.

Place of Performance
The services will be performed at the contractor's location but must comply with the requirements set forth by the Department of Rehabilitation located at 721 Capitol Mall, Sacramento, CA.
