Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #32A0688 for the installation of bird control spikes and Scent Pucks at Caltrans Equipment Main Shop 10, located at 1603 South B Street, Stockton, CA 95206.
The goal of this contract is to provide effective bird deterrent solutions to prevent nesting and droppings that can cause damage and health hazards.
Work Details
The contractor shall furnish all labor, parts, supplies, materials, tools, equipment, travel, and incidentals necessary to install bird control spikes and Scent Pucks. Specific tasks include:
1. Cleaning gutters and surrounding areas to remove bird droppings and debris.
2. Installing approximately 75 feet of eight-inch stainless steel Bird-B-Gone ‘Super Spikes’ on ridge caps and ventilation chambers.
3. Installing approximately 230 feet of five-inch stainless-steel Bird-B-Gone gutter spikes on the front edges of the gutters on both sides of the Warehouse (totaling approximately 460 feet).
4. Installing approximately 230 feet of five-inch stainless-steel gutter spikes on the rear edges along the roof line (totaling approximately 460 feet).
5. Installing approximately 200 feet of three-inch stainless steel spikes around solar conduit areas.
6. Placing Flock Free Brand Scent Pucks around solar panel arrays at specified intervals requiring approximately 780 Scented Pucks for the Warehouse and additional quantities for other structures.
Period of Performance
The contract is estimated to commence on May 1, 2026, and will expire on April 30, 2027.

All work will be performed at Caltrans Equipment Main Shop 10 located at 1603 South B Street, Stockton, CA 95206 in San Joaquin County.
Bidder Requirements
Bidders must possess a current C-61 / D-64 Non-Specialized Contractor license issued by the California Contractors State License Board for the type of work to be performed. Additionally, bidders must have a valid registration with the Department of Industrial Relations (DIR). The total bid proposal must not exceed $461,000.00. Small Business (SB) participation is encouraged with a goal of at least 25%. A DVBE participation requirement is not mandatory but encouraged.
