Background
The Department of Consumer Affairs (DCA), Bureau of Automotive Repair (BAR) oversees the Vehicle Inspection and Maintenance Program in California. The CAP Vehicle Retirement Program (VRP) is part of the Consumer Assistance Program (CAP), which allows the State to purchase eligible high-polluting vehicles for scrappage. Work Details
Contractors will provide auto dismantler services, which include purchasing and crushing eligible vehicles under the CAP program. Eligible vehicles include passenger cars, trucks, SUVs, and vans with a gross vehicle weight rating up to 10,000 pounds.
The state will compensate contractors based on available funding, offering $1,350, $1,500, or $2,000 per vehicle depending on program requirements. Contractors must operate within specified geographic areas as outlined in Appendix A and must have a valid auto dismantler license from the DMV. They are also required to maintain a line of credit of at least $400,000 for each site bid on, or $100,000 for cities with lower estimated annual workload volumes.
Period of Performance
The contract is anticipated to begin on July 1, 2025, and will last for a term of 36 months.
Place of Performance
Services will be performed at various licensed auto dismantler locations throughout California as specified in the List of Cities (Appendix A).
