IFB 3CA07448 - Wastewater Treatment Plant Replacement Project

Background
The California Department of Forestry and Fire Protection (CAL FIRE) is issuing this Invitation for Bid (IFB) for the Wastewater Treatment Plant Replacement Project.

The project aims to replace the existing 20,000 Gallons Per Day (GPD) extended aeration sludge package plant at the CAL FIRE Pilot Rock Wastewater Treatment Plant (WWTP). This initiative aligns with CAL FIRE's mission to manage California's natural resources and ensure public safety through effective waste management.

Work Details
The contractor will provide all necessary materials, labor, equipment, tools, permits, taxes, transportation, and fees required to replace the existing wastewater treatment system.

Specifically, the contractor will deliver a pre-engineered package membrane bioreactor (MBR) wastewater treatment system. The scope includes dismantling the old system and installing the new MBR system capable of processing 20,000 GPD.

Period of Performance
The contract performance period is expected to commence upon award and is anticipated to be completed within a specified timeframe as outlined in the bid submission requirements.

Place of Performance
The work will be performed at the CAL FIRE Pilot Rock Wastewater Treatment Plant located at 23495 Miller Canyon Road, Hesperia, CA 92345.

Bidder Requirements
Bidders must meet several qualifications: possess a valid A – General Engineering license issued by the Contractors State Licensing Board (CSLB), be registered with the Department of Industrial Relations (DIR), and provide references for at least three successfully completed MBR projects within the last five years.

Additionally, bidders are encouraged to include participation from Disabled Veteran Business Enterprises (DVBEs) and Small Businesses (SBs), with specific incentives available for verified participation.
