IFB 32-12-6628 UBIT Rebuilt Services in accordance with Scope of Work 02982-SOW-251-6628_rev1

Background
This solicitation is a One Time Acquisition conducted by the California Department of Transportation, Division of Equipment for refurbishing existing Caltrans Personnel Hoist - Under Bridge Inspection Truck (UBIT) Equipment I.D.7001400. The goal is to ensure the UBIT meets the State of California Specification Scope of Work, 02982-SOW-251-6628_rev1, and all included drawings.

Work Details
The contractor shall provide rebuild, refurbishment, and inspection services for the UBIT. This includes expertise, labor, tools, parts, materials, equipment, transport/travel, and incidentals necessary to complete the rebuild. Subcontracting of hoist rebuild is not permitted.

The refurbishment must meet the requirements of the 10-year, 12-year, or 20-year Factory Rebuild Program as required by the manufacturer. Specific tasks include:
1. Rebuilding components such as boom cylinders, chassis and subframe interface, axle locks, counterweight, turntables, and hydraulic systems.
2. Renewing the existing intercom system with new headsets and control modules.
3. Installing a camera system with multiple cameras for driver visibility and platform operator assistance.
4. Returning the UBIT to original manufacturer’s specifications based on Aspen Aerials' guidelines.

Period of Performance
The contract will be effective upon receipt of contract with work commencing only after receiving Notice to Proceed from Caltrans' Contract Manager. The agreement shall expire on January 5, 2029.

Place of Performance
Services shall be performed at the contractor's location with pick-up and return to Caltrans Division of Equipment - HQ located at 1920 35th Street, Sacramento, CA 95816.

Bidder Requirements
Bidders must provide at least three customer references from similar equipment refurbished by them. Bidders must also comply with California's small business certification requirements if claiming small business preference.
