IFB: 2CA07931 - Devil's Garden Fire Center Heating, Ventilating, and Air Conditioning (HVAC) Modification and Installation Services

Background
The California Department of Forestry and Fire Protection (CAL FIRE) is issuing this Invitation for Bid (IFB) for the modification and installation of Heating, Ventilating, and Air Conditioning (HVAC) systems at the Devil's Garden Fire Center.

The goal of this contract is to ensure compliance with the 2022 California Building Standards and Title 24 requirements, thereby enhancing the health and safety of personnel while maintaining continuity in emergency response and firefighting operations.

Work Details
The contractor will provide all necessary materials, labor, equipment, tools, permits, taxes, transportation, and fees to modify, install, and upgrade mechanical and electrical systems related to the HVAC system at CAL FIRE's Devil's Garden Fire Center.

This includes ensuring that all modifications meet the latest building standards.

Period of Performance
The contract performance period will be specified in the bid submission timeline with a final bid submission deadline set for May 13, 2026.

Place of Performance
The work will be performed at CAL FIRE's Devil's Garden Fire Center located at 2300 County Road 74, Alturas, CA 96101.

Bidder Requirements
Bidders must be licensed to operate in California with a valid C20 – Heating, Ventilating, and Air Conditioning Contractor AND a C10 – Electrical Contractor license or equivalent.

They must also be registered with the Department of Industrial Relations (DIR). Additionally, there is a requirement for a three percent (3%) participation goal for Disabled Veteran Business Enterprises (DVBE) and a commitment to subcontract at least twenty-five percent (25%) of their net bid price to certified Small Businesses or Micro Businesses.
