IFB 26-42002-000 Boiler Maintenance

Background
The Department of State Hospitals (DSH) in Napa is seeking bids for boiler maintenance services. The agency's mission includes ensuring the safety and operational efficiency of its facilities, which involves maintaining the functionality of its boilers. This contract aims to provide comprehensive maintenance and repair services for five boilers located in the Central Plant, ensuring they operate safely and efficiently.

Work Details
The contractor will provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, insurance, and personnel to perform inspections, preventative maintenance, and emergency repair services for three (3) natural gas and fuel oil boilers and two (2) water tube boilers. Services include:
- Annual inspection and preventative maintenance of two (2) water tube boilers.
- Semi-annual inspection of all five (5) boilers.
- Annual test-fire and tune-up of three (3) natural gas and fuel oil boilers.
- Emergency repair services for all five (5) boilers.

Period of Performance
The anticipated term of the agreement is from July 1, 2026, through June 30, 2029.

Place of Performance
The contract will be performed at the Department of State Hospitals located at 2100 Napa-Vallejo Highway, Napa, CA.

Bidder Requirements
Bidders must be registered with the Department of Industrial Relations (DIR) under Labor Code § 1725.5 and must pay prevailing wages as per Labor Code § 1771. They must also possess a current Contractors State License C-4 for Boiler, Hot Water Heating and Steam Fitting issued by the California Department of Consumer Affairs. Additionally, service technicians must have a minimum of five years’ experience with boiler controls and be ST Johnson factory certified.
