Description

Purpose and Description of Services: the Department of California Highway Patrol (CHP) is soliciting bids from firms to provide Water Testing and Reverse Osmosis System Maintenance Services. Bids must address all services described in Exhibit A entitled, Scope of Work that is included in the Proposed Agreement Forms/Exhibits section of this IFB. Exhibit A contains a detailed description of the services and work to be performed, as a result of this IFB including those terms in the referenced exhibits. CHP will not hold a mandatory bid walk-through for this contract. However, bidders may schedule an optional site visit by contacting Sergeant Robert Lehman at the CHP Gilroy Area Office via email at RLehman@chp.ca.gov or over the phone at (408) 427-0740 prior to submitting the bid. CHP Gilroy Area Office is located at 12000 South Valley Freeway, San Martin, CA 95046. There is no DVBE mandatory participation, incentive only. 1. License Requirements: License Requirement: Contractors state license board (CSLB) C-55, Water Conditioning Contractor, and T-2 Treatment Operator Certificate and a D-1 Distribution Operators Certificate issued by the California State Water Resources Control Board (SWRCB), Division of Drinking Water. 2. DIR Registration: Contractors and its subcontractors must be registered with the DIR Pursuant to California Labor Code Sections 1770, 1773 and 1773.1.
Background
The Department of California Highway Patrol (CHP) is soliciting bids for Water Testing and Reverse Osmosis System Maintenance Services as part of their mission to ensure public safety and effective transportation systems. This contract aims to maintain the quality of water systems at the Gilroy Commercial Vehicle Enforcement Facility (CVEF). Work Details
The contractor will provide comprehensive water testing services and maintenance for reverse osmosis systems as detailed in Exhibit A, 'Scope of Work.' This includes regular testing of water quality, maintenance of reverse osmosis equipment, and compliance with all relevant health and safety regulations. The contractor must possess a Contractors State License Board (CSLB) C-55 Water Conditioning Contractor license, a T-2 Treatment Operator Certificate, and a D-1 Distribution Operators Certificate issued by the California State Water Resources Control Board.

Period of Performance
The contract is anticipated to commence on December 1, 2025, and will run through November 30, 2028. Extensions may be granted based on satisfactory performance and funding availability.

The services will be performed at the Gilroy Commercial Vehicle Enforcement Facility located at 12000 South Valley Freeway, San Martin, CA 95046.

Bidder Requirements
Bidders must be registered with the Department of Industrial Relations (DIR) pursuant to California Labor Code Sections 1770, 1773, and 1773.1. They must also certify compliance with all terms outlined in section N of the IFB entitled 'Agreement,' including insurance requirements as specified in Exhibit E.
