IFB #25-011 - 2026 Elections Temporary Staffing

Background
The California Secretary of State (SOS), Elections Division is preparing for the upcoming 2026 election cycle, overseeing all federal and state elections within California. This includes maintaining a statewide database of over 22 million registered voters and providing voter education. To ensure adequate staffing for services to California’s voters, the Elections Division requires temporary staff to assist full-time employees with daily tasks during the election cycle.

Work Details
The contractor will provide temporary staffing to assist with various tasks including operating a call center, answering/returning calls from voters regarding election processes, and assisting candidates and County Election officials. Specific duties include:

- Answering live calls
- Transcribing voice messages
- Data entry
- Proofing documents
- Filing
- Mail processing
- Lifting/organizing boxes

Temporary staff will also support the Candidate Filing and Election Night Reporting Team by managing help desk phones and processing candidate paperwork. On Election Night, they will assist counties with reporting needs and proofing results. The anticipated staffing needs include:

- 3 workers from December 8, 2025 to April 9, 2027 for Candidate Filing and Election Night Reporting
- 15-25 workers from March 30 to June 5, 2026 for the Primary Election Voter Hotline
- Another 15-25 workers from August 31 to November 6, 2026 for the General Election Voter Hotline.

Period of Performance
December 8, 2025 through April 9, 2027.

Bidder Requirements
Bidders must have a minimum of three years’ experience in providing temporary staffing services similar in complexity to those required in this contract. They must meet a minimum Disabled Veterans Business Enterprise (DVBE) participation goal of 3%. All bidders must be registered with the California Secretary of State in 'Active' status to do business in California.
