IFB 24-011 Transcription Services

Background
The Department of Cannabis Control (DCC) is seeking a contractor to provide transcription services for interviews and meetings held throughout the State of California. The goal of this contract is to ensure accurate and complete records of these proceedings, which will be public documents. The DCC's mission involves overseeing the state's cannabis industry, and accurate documentation is essential for transparency and accountability.

Work Details
The contractor will provide certified shorthand court reporter and transcription services for up to 250 interviews per fiscal year, totaling approximately 37,500 pages of transcription. Services include:

1. On-site transcription during interviews, with reporters required to arrive one hour prior to start time.
2. Virtual transcription services via remote platforms when necessary.
3. Delivery of transcripts in PDF format on USB drives within ten business days post-interview.
4. Maintenance of confidentiality regarding transcripts, which remain the property of DCC.
5. Compliance with California Court Reporters Board standards for transcript preparation.
6. Retention of all shorthand notes and records for a minimum of two years.

Period of Performance
The contract period is from July 21, 2025, or upon approval, through June 30, 2027.

Place of Performance
Services will be performed at various locations throughout California including:
- DCC Headquarters: 2920 Kilgore Rd, Rancho Cordova, CA 95670
- Other locations in Sacramento County and additional sites across California as specified by DCC.

Bidder Requirements
Bidders must hold a valid license issued by the Court Reporters Board of California and have at least three years of experience in court reporting transcription. Additionally, bidders must comply with all local health and safety regulations and maintain a fully functional office in California. The contract requires adherence to specific participation goals for Disabled Veteran Business Enterprises (DVBE) and may not exceed subcontracting limits without prior approval.
