IFB 24-005 LEFTA Shield Suite Subscription

Background
The Department of Cannabis Control (DCC) is seeking a contractor to provide LEFTA Shield Suite subscription services. The Law Enforcement Division (LED) of DCC is responsible for conducting criminal investigations into unlicensed commercial cannabis activity. They collaborate with various partners to combat the unlicensed cannabis market in California, ensuring public safety and environmental protection.

Work Details
The contractor shall provide the LEFTA SHIELD Suite subscription, which includes:

1) Online availability 24/7;
2) A subscription for 87 user licenses over a three-year term, including hosting on Microsoft Azure Government with up to 100GB of storage, a 13-week onboarding period, unlimited training for system administrators, and one mass upload of historic training records;
3) Annual subscription components including:
a. LEFTA – Field Training Officer Software;
b. METR – Training Records Software;
c. FACTS – Use of Force Software;
d. Internal Affairs Software;
e. PASS – Field Investigation Card/Stop Data Collection Software;
f. VIPR – Vehicle Pursuits Software;
g. V-DOC – Vehicle Incident Documentation Software;
h. EMCOT – Employee Conduct Tracking Software;
i. Command Center Software that integrates all data into user-friendly dashboards.

Period of Performance
The contract period is from April 10, 2025, through April 9, 2028.

Place of Performance
The services will be performed for the Department of Cannabis Control located at 2920 Kilgore Road, Rancho Cordova, California.
