IFB 24-003 Search Warrant Builder

Background
The Department of Cannabis Control (DCC) is seeking a contractor to provide search warrant builder license services. The Law Enforcement Division (LED) of the DCC conducts criminal investigations into unlicensed commercial cannabis activity, working with various partners to combat the unlicensed cannabis market in California. This initiative aims to protect public safety and the environment while enforcing regulatory programs.

Work Details
The contractor shall provide 37 Warrant Builder Pro Annual Licenses to the DCC, LED. The services include:

1) Providing licenses accessible online at https://secure.warrantbuilder.com/.
2) Ensuring system accessibility via desktop, laptop, and mobile devices 24/7.
3) Allowing search warrants to be printed directly from the system and downloaded in Microsoft Word and Adobe PDF formats.
4) Maintaining current and accurate language/information/templates within the system.
5) Offering customer and technical support services with the subscription.
6) Providing unlimited access to free online training material relevant to using the system.
7) Allowing unlimited language addition requests.
8) Ensuring licenses are valid for one year of service.
9) Notifying DCC in writing of any changes in ownership or mergers at least 30 days prior to such changes.

Period of Performance
The contract period is from January 19, 2025, through January 18, 2026, with a potential renewal for an additional maximum of two years based on funding appropriations.

Place of Performance
The services will be performed for the Department of Cannabis Control located at 2920 Kilgore Road, Rancho Cordova, California.
