IFB 23-183676 Crane Services

Background
The Department of General Services (DGS), Facilities Management Division (FMD) of the State of California is seeking to procure crane services for the removal and placement of air handlers and chillers at various state buildings in Sacramento.

The FMD is responsible for managing, maintaining, and operating state buildings and grounds statewide. This contract aims to ensure that necessary crane services are available on an as-needed basis to support the operations of state facilities.

Work Details
The contractor shall provide all labor, equipment, materials, tools, permits, insurance, transportation, travel and per diem, pay all taxes and every other item of expense required to deliver crane services.

Specific tasks include:
- Mobilization and demobilization of cranes.
- Lifting, hoisting, removing, and disposing of old equipment such as HVAC units.
- Obtaining all required permits for public sidewalk and road closures.
- Preparing a complete Traffic Management Plan.
- Technical support services as needed.

The services will be performed at multiple locations including: Attorney General Building (#030), California Department of Education (#049), Department of Health Care Services (#051 & #052), California Department of Public Health (#053 & #054), and DGS Central Utility Plant (#095). The estimated maximum lift capacity is 10,000 lbs per equipment.

Period of Performance
The anticipated term for this agreement is 36 months from the date of contract award.

Place of Performance
Services will be performed at various locations in Sacramento including but not limited to: 1300 I Street (Attorney General Building), 1430 N Street (California Department of Education), 1501 Capitol Avenue (Department of Health Care Services), 1615 Capitol Avenue (California Department of Public Health), and 625 Q Street (DGS Central Utility Plant).

Bidder Requirements
Bidders must be registered with the State of California Secretary of State if required by law. Crane operators must possess certification from the National Commission for the Certification of Crane Operators (NCCCO) or comply with Code 5006.2 under DIR regulations. Bidders must submit proof of insurance covering general liability, commercial automobile insurance, and worker’s compensation. Additionally, bidders must provide three references demonstrating satisfactory job performance on similar operations within the last five years. There is a requirement for a minimum participation goal of 3% for Disabled Veterans Business Enterprise (DVBE).
