Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) # 11A4253 for Uninterruptible Power Supply (UPS) and Battery System Services in San Diego County.
The goal of this contract is to ensure the reliable operation of UPS and battery systems critical to Caltrans' mission of providing safe and efficient transportation systems.
Work Details
The contractor shall provide all labor, equipment, tools, parts, materials, supplies, reporting, travel, and incidentals necessary to perform inspections, preventative maintenance, battery monitoring services, and routine and non-routine repair services for the Uninterruptible Power Supply (UPS) and Battery System per manufacturer's guidelines and specifications.
Services include:
1. Quarterly inspection service for Battery Monitoring System (BMS).
2. Monthly uninterrupted BMS services.
3. Quarterly preventive maintenance for UPS batteries.
4. Annual preventive maintenance for UPS batteries.
5. Quarterly service for Valve Regulated Lead Acid (VRLA) sealed batteries.
6. Annual service for VRLA sealed batteries.
7. Battery replacement service excluding specific items.
8. Removal and replacement of two sets of three strings of 40 batteries each.
9. Quarterly service for system control cabinet-parallel cabinet-static transfer switch.
10. Annual off-line system control cabinet-parallel cabinet-static transfer switch service.
11. Annual service for Liebert Power Distribution Systems (PDUs).
12. Routine repair services as needed.
Period of Performance
The contract will commence on March 17, 2026 (estimated), or upon approval by Caltrans, whichever is later, and will expire on March 16, 2029 (estimated).
Routine services shall be provided during normal business hours Monday through Friday from 7:00 a.m. to 4:00 p.m., excluding State holidays.
Place of Performance
Services will be performed at the Caltrans Transportation Management Center (TMC) located at 7183 Opportunity Road, San Diego, CA 92111.
Bidder Requirements
Bidders must possess a valid C-10 Electrical Contractor license issued by the Contractors State License Board (CSLB), be a Toshiba Authorized Service Provider at the time of bid submission and throughout the contract duration, have an office within 30 driving miles of the TMC location for non-routine call outs, and maintain a valid registration with the Department of Industrial Relations (DIR).
Subcontracting is not permitted under this Agreement.
