IFB 10208529 - Unarmed Security Guard Services

Background
The State of California, through the Department of Water Resources (DWR), is seeking bids for unarmed security guard services for the Juvenile Salmonid Collection System (JSCS) located in Shasta County. This project aims to evaluate the feasibility of collecting juvenile salmonids as they migrate out of their historical habitat upstream from Shasta Reservoir. The initiative is crucial for the reintroduction of native salmonids into their spawning and rearing tributaries, addressing conservation needs highlighted by NOAA Fisheries assessments regarding climate change impacts on salmon viability.

Work Details
The Contractor will provide unarmed security services during the 2025/2026 field season for the JSCS. Key responsibilities include:

1. Furnishing an unarmed, uniformed guard for patrols and monitoring to protect personnel, property, facilities, and materials against unauthorized entry or criminal acts.

2. Performing access control and security patrol functions.

3. Keeping the public safe and preventing vandalism by warning them or keeping them away from the JSCS.

4. Providing regularly scheduled security services overnight during specified hours throughout the season, including holidays.

5. Being available for on-call security services at multiple remote locations within four hours of contact by DWR.

6. Maintaining communication with DWR using satellite communication devices.

7. Providing services in adverse weather conditions.

Period of Performance
The anticipated term of this agreement is five months, starting from August 2025 and concluding by the end of January 2026.

Place of Performance
The work will be performed at various locations along the McCloud Arm of Shasta Reservoir, specifically around the Hirz Bay Boat Ramp and Ellery Creek Campground.

Bidder Requirements
Bidders must have a valid Private Patrol Operator (PPO) license in California and at least three years of experience providing unarmed security services in remote locations. They must also provide references to verify their capability to deliver these services.
