IFB 07A6294 Roofing and Gutter Repair Services in Los Angeles and Ventura Counties

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #07A6294 for roofing and gutter repair services in Los Angeles and Ventura Counties. The goal of this contract is to provide necessary repairs and maintenance to Caltrans-owned residential and commercial properties, ensuring the safety and functionality of these structures.

Work Details
The contractor shall furnish all labor, equipment, tools, parts, materials, supplies, travel, and incidentals necessary to provide roofing and gutter repair services. Specific tasks include:

1) Gutter cleaning;
2) Removal, furnishing, and replacement of aluminum gutters;
3) Removal, furnishing, and replacement of downspouts;
4) Removal of damaged roof sections;
5) Installation of new composition/asphalt shingle roofs with a 30-year warranty;
6) Installation of tar and gravel roofing systems;
7) Roof cleaning services;
8) Preparation and sealing of flashing and pipe penetrations.

Additional non-routine tasks may include placing tarps on roofs until repairs are completed, inspections, and securing existing roof vents or flashings displaced by weather.

Period of Performance
The contract is expected to commence on June 8, 2026, or upon approval by Caltrans. The duration of the contract will be specified in the final agreement.

Place of Performance
The services will be performed primarily within the counties of Los Angeles and Ventura, specifically in residential areas along the Route 710 Gap Closure corridor including El Sereno (90032), South Pasadena (91030), and Pasadena (91105).

Bidder Requirements
Bidders must possess a current C-39 (Roofing Contractor) license issued by the California Contractors State License Board (CSLB), as well as a C-43 (Sheet Metal Contractor) license for gutter work. Bidders must also have a valid registration with the Department of Industrial Relations (DIR). Participation from certified Small Businesses (SB), Micro Businesses (MB), or those committing to subcontract at least 25% to certified SBs is encouraged. A bid bond is required for bids over $484,000.
