Background
The Sacramento County Contract & Purchasing Services Division and Sacramento County Department of Airports (SCDA), operating Sacramento International Airport (SMF), is seeking to implement a comprehensive Identity Management System (IDMS) to support the Airport Security, Access Control, and Badging Office.
The goal of the IDMS is to automate the management of individual identities and associated access privileges within a secure IT environment, replacing manual processes currently used for managing over 5,700 Airport ID badges and related credentials.
The proposed solution must consolidate identity management and access control processes into a single integrated platform that supports regulatory compliance, improves operational efficiency, and protects sensitive information.
Work Details
The Contractor shall provide a comprehensive Identity Management System that includes software, system configuration, implementation services, integration with existing airport systems, testing, deployment, and operational support.
The system must support all operational activities associated with identity verification, application processing, security vetting, training verification, badge issuance, and access control authorization.
Key features include an Authorized Signatory Portal for electronic badge application management. The Contractor must demonstrate experience in deploying similar systems in U.S. airports under TSA regulations. Deliverables include system design documentation, implementation plans, integration specifications, training materials, and a fully operational IDMS platform.
Period of Performance
The contract will commence upon award on August 11, 2026. Specific timelines for project phases such as initiation, design, configuration, testing, training, deployment, and post-implementation stabilization will be collaboratively established with the County following the Notice to Proceed.
Place of Performance
Work will be performed at Sacramento International Airport (SMF) and may include remote services provided by the Contractor.
Bidder Requirements
Proposers must demonstrate organizational capability and experience in deploying Identity Management Systems within aviation environments. They must provide references from similar implementations preferably in airport or transportation settings.
Proposals must comply with all applicable federal and state laws regarding employment reporting and child support orders.
