HYBRID VOTING SYSTEM
Background
The Los Angeles County Employees Retirement Association (LACERA) is an independent government entity responsible for managing the retirement fund for Los Angeles County and outside districts. LACERA is one of the largest county retirement systems in America, comprising two managing boards: the Board of Investments (BOI) and the Board of Retirement (BOR). The Executive Office of the Los Angeles County Board of Supervisors administers LACERA board member elections.

The County is seeking bids from experienced vendors to provide a hybrid voting system for LACERA elections, which includes electronic voting, telephonic voting, and paper ballots.

Work Details
The vendor will provide an electronic voting system for three distinct cycles of LACERA elections, including alternative voting methods such as telephone and hard copy ballots. The election cycles include:
1. Safety Member Elections (Cycle 1): Three seats for Fourth Member BOI, Seventh Member BOR, and Alternate Member BOR.
2. General and Retired Member Elections (Cycle 2): Five races with separate voting populations for General Members and Retired Members.
3. General Member Elections (Cycle 3): Two races for Third Member BOI and Third Member BOR.

The vendor must deliver and implement an e-voting system by March 2025 to facilitate elections in August 2025. Service requirements include:
- Fully Managed Election Per Voter (Safety)
- Telephonic Voting Option (Safety)
- Paper Ballots (Safety)
- Additional Candidate Biography sheet insert
- Duplicate Replacement Requests for Paper Ballots
- Fully Managed Election Per Voter (General/Retired)
- Telephonic Voting Option (General/Retired)
- Paper Ballots (General/Retired)

The vendor must ensure compliance with ADA laws, provide secure online access for voters, maintain confidentiality of voter information, and offer customer service support during business hours.

Period of Performance
The contract period is expected to begin no later than March 2025 and will cover a three-year term with an optional two-year extension. The vendor must implement the voting system by March 2025 to prepare for elections scheduled in August 2025.

Place of Performance
The services will be performed within Los Angeles County.
