HVAC Replacement Services in Solano, San Francisco, San Mateo and Marin Counties

Background
The California Department of Transportation (Caltrans) is seeking contractors to provide Heating, Ventilation, and Air Conditioning (HVAC) replacement services across multiple locations in Solano, San Francisco, San Mateo, and Marin Counties.
This contract aims to ensure that Caltrans facilities are equipped with efficient HVAC systems to support their operational needs.

Work Details
The contractor shall furnish all labor, equipment, tools, parts, materials, supplies, travel, fees, and incidentals necessary for HVAC replacement services.
Specific tasks include:
1) Removal and disposal of existing HVAC units and installation of new Mitsubishi MXZ-2C20NA4-U1 or equivalent models at the West Bay Paint Maintenance Facility;
2) Installation of Mitsubishi MXZ-3C24NA4-U1 or equivalent models at the San Mateo Bridge Paint Maintenance Facility;
3) Installation of a Mitsubishi MXZ-3C30NA3-U1 or equivalent model at the Richmond San Rafael Paint Maintenance Facility;
4) Design of a Variable Refrigerant Flow (VRF) system for the Benicia Maintenance/Paint Facility including Title 24 calculations by a registered engineer.
The contractor must also perform HERS Title 24 testing on all systems, connect electrical components to new condensers, provide startup and functional testing results to Caltrans Contract Manager, and supply training and close-out documents including as-built technical drawings.

Period of Performance
The contract is estimated to commence on June 1, 2025, and will expire on December 30, 2025.
Services are expected to be performed during normal business hours from Monday through Friday.

Place of Performance
Services will be performed at various locations including:
- West Bay Paint Maintenance Facility (San Francisco)
- Benicia Paint Maintenance Facility (Benicia)
- Richmond San Rafael Paint Maintenance Facility (San Quentin)
- San Mateo Bridge Paint Maintenance Facility (San Mateo).

Bidder Requirements
Bidders must possess a valid C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor license issued by the California Contractors State Licensing Board.
They must also have a current registration with the Department of Industrial Relations (DIR), and be certified as a Small Business Enterprise (SBE) or Disabled Veteran Business Enterprise (DVBE).
Bidders are required to submit a non-collusion declaration and comply with prevailing wage laws if the total bid exceeds $15,000.
