Background
The Palm Desert Housing Authority (Authority) is seeking proposals from qualified firms for HVAC Preventative Maintenance, Repair, Emergency Response, Replacement Coordination, SCE Multifamily Housing Program Coordination, and Asset Management Services. The Authority aims to contract with a qualified HVAC contractor to ensure the safe, reliable, and efficient operation of HVAC systems at properties owned or managed by the Authority. This procurement is intended to enhance resident comfort, equipment reliability, regulatory compliance, utility incentive opportunities, budget planning, and accurate asset management.
Work Details
The selected Contractor will provide comprehensive services including:
1. Preventative maintenance for all covered HVAC systems according to an approved annual maintenance schedule;
2. Emergency response and repair services;
3. Coordination of HVAC equipment replacement services;
4. Reporting and asset documentation services;
5. Support for Southern California Edison’s multifamily housing energy efficiency programs;
6. Documentation of HVAC asset information into an asset management system designated by the Authority.
Specific tasks include replacing filters, inspecting for refrigerant leaks, checking operating pressures and temperatures, testing system safety devices, lubricating moving parts, providing written diagnostic reports, and ensuring compliance with safety standards.
Period of Performance
The contract will commence upon award and will continue for a period as specified in the final agreement. Provisions for routine maintenance will occur seasonally from March through June for cooling systems and September through December for heating systems.

Services will be performed at various properties owned or managed by the Palm Desert Housing Authority located in Palm Desert, California.
Bidder Requirements
Bidders must hold a valid C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor license. Proposers are required to comply with all applicable California prevailing wage laws and must have EPA refrigerant certification for technicians handling refrigerants. Participation in the Southern California Edison multifamily housing program is required post-award.
