Background
The Sacramento Housing and Redevelopment Agency (SHRA) is seeking qualified consulting firms to conduct a Property Condition Assessment (PCA) and develop a Capital Improvement Plan (CIP) for HVAC systems across all SHRA-owned and managed residential properties. This initiative aims to support long-term asset management, capital planning, and preventive maintenance for over 2,000 public housing rental units in the City and County of Sacramento. The assessment will ensure that HVAC systems operate safely, efficiently, and reliably.
Work Details
The Consultant will provide comprehensive services including:
1. Conducting visual inspections and performance audits of HVAC systems across various property types including single-family homes, duplexes, townhomes, and low-rise/mid-rise apartments.
2. Developing an inventory of each HVAC unit detailing type, make, model, capacity, age, condition, remaining useful life, and repair/replacement needs.
3. Performing field assessments by qualified professionals with EPA Section 608 certification.
4. Documenting findings with photographic evidence and identifying code violations or safety hazards.
5. Creating a Capital Improvement Plan that prioritizes repairs and upgrades with cost estimates and timelines for implementation.
6. Developing a Preventive Maintenance scope aligned with the CIP recommendations.
Period of Performance
The contract is expected to be executed for an initial period of two years with the option to extend for up to three additional years, not exceeding a total of five years.
Place of Performance
Various public housing sites throughout the City and County of Sacramento.
Bidder Requirements
Bidders must employ at least one California-licensed Mechanical Engineer (PE) for oversight of the PCA, CIP, and PM scope. Personnel performing assessments must hold EPA Section 608 Certification and relevant HVAC certifications such as NATE or HVAC Excellence. Compliance with Section 3 requirements is mandatory to ensure economic opportunities are directed towards low-income persons.
