HSR23-23 Request for Proposals for Financial and Commercial Advisory Services

Background
The California High-Speed Rail Authority (Authority) is responsible for planning, designing, building, and operating the first high-speed rail system in the United States. The project aims to connect major regions of California, enhance economic development, create jobs, and promote environmental sustainability.

The Authority intends to utilize both state and federal funding for this initiative, which includes compliance with various federal requirements. This RFP seeks proposals from qualified firms to provide financial and commercial advisory services essential for the successful execution of the high-speed rail project.

Work Details
The selected contractor will provide a range of financial and commercial advisory services over a four-year term. Key services include:
1. Financial analysis of existing and prospective funding sources.
2. Business and commercial planning.
3. Analysis of delivery models.
4. Development of procurement scope options.
5. Assistance with policy development.
6. Project financial expertise and operational advisory services to the Authority’s Financial Office staff.
7. Revenue and affordability scenario analyses.
8. Compliance management related to contracts.
9. Support in grant management activities including preparation and application for new grants.

Period of Performance
The contract period will commence upon approval from the Department of General Services (DGS) and will extend until June 30, 2028.

Place of Performance
The primary location for work will be at the Authority’s office in Sacramento, CA, although remote work may also be utilized.
