Background
The Department of Motor Vehicles (DMV) is issuing this Invitation for Bid (IFB) #25-082 to solicit proposals for Commercial Driver License Basic Skills Test Training for DMV License Registration Examiners (LREs) and Occupational Licensing Inspectors in Northern California. The goal of this contract is to ensure that DMV personnel are adequately trained in administering CDL skills tests, thereby enhancing the quality and safety of commercial driver testing in compliance with federal standards.
Work Details
The contractor will provide all labor, tools, materials, equipment, and travel necessary to perform Commercial Driver License (CDL) skills test administration training based on the 2019 and 2023 California CDL Examiner Manuals. The training will include:
1. A 15-day training program for new examiners.
2. A 3-day training program for current CDL examiners transitioning to the Modernized Skills Test model.
3. A 10-day training program for newly trained examiners to administer Legacy 2019 Skills Tests.
Specific requirements include:
- Training facilities located within a 40-mile radius of the Sacramento DMV.
- Classrooms equipped with necessary technology and space for at least twelve adults.
- Two qualified instructors available daily for each training session.
- Vehicles provided by the contractor that meet federal safety standards, including Class A and Class B vehicles.
- Compliance with all DMV guidelines regarding instructor qualifications and training delivery.
Period of Performance
The contract term is twenty-three (23) months with an option for a twelve (12) month extension, commencing on or around August 1, 2025.
Place of Performance
Training will be conducted at the contractor's facility located within a forty (40) mile radius of the Sacramento DMV training facility at 2415 First Avenue, Sacramento, CA.
Bidder Requirements
Bidders must meet specific qualifications including:
- Not being subject to economic sanctions as per Executive Order N-6-22.
- A minimum of three years of experience as a commercial driver or one year as a commercial driver instructor.
- Valid commercial driver's licenses held by all instructors.
- Submission of verifiable resumes for all instructors prior to contract execution.
- Approval of instructors and training sites by the DMV Project Manager.
