Background
The California Hope, Opportunity, Perseverance, and Empowerment (HOPE) for Children Trust Account Program is a new initiative aimed at closing the racial wealth gap and addressing intergenerational poverty in California. Work Details
The selected contractor will provide comprehensive marketing and outreach services, including:
1. **Marketing Strategy and Work Plan**: Develop a strategy aligned with program objectives, identify target audiences, submit a written work plan for approval, ensure equity and accessibility in strategies, and create partnership entitlements.
2. **Marketing Collateral Development**: Design digital and print marketing materials such as flyers, social media toolkits, email templates, and presentation materials while ensuring compliance with accessibility standards.
3. **Social Media Management**: Establish official social media channels, develop content strategies, create original content twice a week, and monitor engagement metrics.
4. **Outreach to Participants and Stakeholders**: Support outreach efforts to engage eligible participants and develop materials for community organizations.
5. **Public Relations Support**: Develop media strategies, draft press materials, and assist with media coordination.
6. **Reporting and Performance Monitoring**: Establish KPIs related to awareness and engagement, track marketing activities, and submit progress reports at specified intervals.
Period of Performance
The contract will commence on May 1, 2026, and run through April 30, 2027. There is an option for one additional year of extension.
Place of Performance
Services will be performed primarily in California.
Bidder Requirements
Proposers must have at least five years of experience in managing media campaigns with budgets between $6 million to $10 million. They must also demonstrate experience in public relations targeting diverse communities in California. Firms must be registered to do business in California and provide evidence of this registration upon proposal submission.
