Background
The California Hope, Opportunity, Perseverance, and Empowerment (HOPE) for Children Trust Account Program Board is seeking proposals from qualified firms to administer the HOPE program. This initiative was established under Assembly Bill 156 (Chapter 569, Statutes of 2022) to provide economic opportunities and promote wealth-building for eligible youth in California.

Work Details
The selected contractor will be responsible for:
1. **Program Administration**: Manage HOPE Accounts, determine deposit schedules, coordinate with partners for auto-enrollment, apply fraud prevention protocols, provide customer service support, and maintain records related to eligibility and enrollment.
2. **Outreach and Enrollment**: Maximize enrollment through partnerships with community organizations, develop outreach strategies targeting eligible youth, provide training materials and technical assistance to partners, and report on outreach milestones.
3. **Website Development**: Create a mobile-optimized website that includes an eligibility portal for applicants to submit necessary documents and access their account information. The site must be user-friendly and comply with accessibility standards.
4. **Information Management System (IMS)**: Develop an IMS to securely manage participant data including enrollment details and financial contributions.
5. **Account Management**: Establish policies for account monitoring, provide quarterly statements to participants, and ensure compliance with state regulations regarding fund disbursement.
Period of Performance
The contract will commence upon execution and is expected to continue through the operational launch of the HOPE program in 2025 and beyond as required by the ongoing needs of the program.
