Description

The City is seeking a vendor who will be responsible for conducting a comprehensive quantitative analysis to inform the development of strategies and interventions to address homelessness within the City
Background
The City of Long Beach, through the City Manager’s Office and the Office of Homeless Strategy and Partnerships (OHSP), is seeking proposals from professional consultation firms to support the completion of the Homelessness Strategic Plan Update (HSPU).
The goal of this initiative is to develop a data-driven plan that will guide the City's strategic approach to addressing homelessness, informed by comprehensive quantitative analysis and community engagement.

Work Details
The selected consultant will be responsible for conducting a comprehensive analysis of homelessness in Long Beach, which includes:
1. Population Trends - Analyzing local and regional data on housing, eviction, and employment statistics; segmenting the homeless population by unique needs;
2. Resource Analysis - Assessing current homeless services' effectiveness;
3. Equity and Effectiveness Analysis - Evaluating resource distribution and service access across demographic groups;
4. Predictive Systems Modeling - Developing models to project future homelessness trends based on resource allocations;
5. Systems Mapping - Creating visual maps of service connections and user journeys;
6. Interdepartmental Collaboration Analysis - Evaluating coordination across city departments and agencies;
7. Budget Landscape Predictions - Analyzing current budgets and forecasting financial implications for various funding scenarios.
The final deliverable will be a comprehensive Homelessness Strategic Plan Update that incorporates insights from community engagement, quantitative analysis, and actionable recommendations.

Period of Performance
The contract will be for a period of one year with an option to renew for four additional one-year periods, totaling a maximum contract term of five years.

Place of Performance
The services will be performed within the City of Long Beach, California.

Bidder Requirements
Proposers must qualify to conduct business in the City, not be currently debarred or suspended from government contracts, have no unresolved compliance issues with funders in the past five years, and provide references demonstrating relevant experience.
