Hirsch Access Control System Upgrade

Background
The Sacramento County Contract & Purchasing Services Division is issuing a Request for Bid (RFB) on behalf of the Sacramento County Department of Airports (SMF).
The goal of this contract is to solicit bids from experienced firms to upgrade and expand the existing Hirsch Electronics Velocity electronic physical access control system, Card Access Security System (CASS), and Video Security System.

Work Details
The contract involves the acquisition of new Hirsch hardware, software, licenses, components, warranty, support, and services as detailed in the attached Bill of Materials (BoM).
No substitutions to this BoM will be accepted. The contractor must have experience servicing similar size Hirsch systems and networks, particularly in a commercial airport setting.
Specific qualifications include: participation in the Hirsch Integrated Channel Alliance Network (ICAN) achieving Diamond Status, current training certificates from the Hirsch Learning Center, a fully staffed service facility within 1-hour of Sacramento International Airport (SMF), and capability to support all software integrations to the Velocity system.
The contractor must also comply with security requirements for work conducted within SMF's Security Area.

Period of Performance
The contract will commence upon award on April 7, 2026, with no specified end date provided in the solicitation.

The primary location for performance is Sacramento International Airport (SMF), located at 6900 Airport Boulevard, Sacramento, CA 95837.
