Heavy Duty Tow Service for Transit Buses and Fire Apparatus

Background
The City of Santa Monica is seeking bids for heavy-duty towing services for its Department of Transportation's Big Blue Bus fleet and the Fire Department's apparatus. The goal is to ensure reliable towing services for a fleet that includes various types of transit buses, including compressed natural gas (CNG) and battery electric buses (BEBs). The service will be critical in maintaining operational efficiency and safety for both transit and emergency response vehicles.

Work Details
The contractor will provide towing services for the following vehicles: 30-foot, 40-foot, and 60-foot CNG buses, as well as 35-foot and 40-foot BEBs. In case an electric bus requires towing, a qualified technician will be dispatched to the scene by a mechanic supervisor. Key requirements include:

1. Service must be provided within 1.5 hours of notification.
2. Capability to tow with flatbed trailers (minimum of five required).
3. Minimum five years’ experience in towing similar vehicles.
4. All vehicles must be transported on Landoll type trailers; flat towing is not permitted.
5. Battery Electric Vehicles must be locked out by a qualified technician before loading.
6. Compliance with all applicable laws and regulations is mandatory.

Period of Performance
The contract period will commence upon award and is expected to last through the duration of the service needs as specified in the bid documents, with ongoing performance evaluations.

Place of Performance
Services will primarily be performed within the City of Santa Monica, California, specifically within a 25-mile radius from the city limits.

Bidder Requirements
Bidders must comply with several specific requirements including:

- Must have a minimum of five years' experience in towing transit coaches.
- Must provide proof of ownership for required equipment (e.g., trailers).
- Must not sublet tow services.
- Must maintain insurance coverage as specified, including Commercial General Liability and Workers’ Compensation.
- Compliance with the City’s Living Wage Ordinance is required for contracts exceeding $54,200.
