Description

The Department of Managed Health Care (DMHC) is soliciting proposals from qualified entities to provide consulting services to conduct an independent analysis of the impact of health care service plan merger and acquisition transactions on health plan subscribers and enrollees, the stability of the health care delivery system, and whether the transactions would substantially lessen competition in health care service plan products or create a monopoly in this state.
Background
The Department of Managed Health Care (DMHC) is soliciting proposals from qualified entities to provide consulting services to conduct an independent analysis of the impact of health care service plan merger and acquisition transactions on health plan subscribers and enrollees, the stability of the health care delivery system, and whether the transactions would substantially lessen competition in health care service plan products or create a monopoly in this state.
The DMHC's mission is to protect consumers' health care rights and ensure a stable health care delivery system.

Work Details
The successful Proposer will conduct analyses, activities, and communications regarding health plan mergers and acquisitions meeting the criteria outlined in California Health and Safety Code (HSC) Section 1399.65.
The successful Proposer will also be responsible for developing reports based on findings from analyses.
The contract term is anticipated to begin on September 15, 2024, and end on September 14, 2026, with the possibility of an additional one-year extension.
The Proposer must fulfill administrative requirements such as information security, integrity and confidentiality statement, annual information security awareness and privacy training, statement of economic interests (Form 700), ethics certification, minimum qualifications certification, proposal requirements and information including key action dates, submission of questions from proposers, general requirements, references, resumes, work plan, work sample, financial stability statement, and conflict of interest disclosure.
The proposal submittal deadline is May 20, 2024.

Period of Performance
The contract term is anticipated to begin on September 15, 2024, and end on September 14, 2026.
