Background
The County of Riverside Purchasing Department, on behalf of the Emergency Management Department (EMD), is seeking proposals from qualified parties to provide hazard mitigation planning and consulting services. This RFP aims to update the County's Multi-Jurisdictional Local Hazard Mitigation Plan (LHMP) in compliance with FEMA requirements under the Disaster Mitigation Act of 2000.
An updated LHMP is necessary every five years to maintain eligibility for Hazard Mitigation Assistance funds. The last approved LHMP was submitted in 2012, and FEMA has awarded funding for this update, requiring a 25% non-federal match.
Work Details
The contractor will provide a FEMA-compliant updated Operational Area Local Hazard Mitigation Plan for Riverside County, including jurisdictional LHMP annexes for all participating cities, special districts, and partner agencies. Services include facilitation of planning workshops, stakeholder meetings, public outreach efforts to ensure broad participation and inclusivity, and technical assistance to jurisdictions preparing their annexes.
The plan must identify mitigation strategies for the County’s top hazards: earthquake, wildfire, flood, pandemic influenza, cyber-attack, civil disorder, among others.
Period of Performance
The anticipated period of performance for the agreement resulting from this RFP is from July 1st, 2026 through May 31st, 2028.
Place of Performance
The services will be performed in Riverside County.
Bidder Requirements
Bidders must be registered with the County of Riverside within five days of award announcement. They must comply with all applicable federal and state statutes regarding employment eligibility and must not be debarred from federal contracts.
Bidders are also required to submit a certification regarding compliance with the Iran Contracting Act and economic sanctions related to Russia.
