Guardrail Services in Santa Cruz County

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) # 05A2899 for Guardrail Services in Santa Cruz County. The purpose of this contract is to ensure the maintenance and repair of various types of guardrails and related highway components, which are essential for road safety and infrastructure integrity.

Caltrans aims to engage contractors who can meet the requirements set forth in this solicitation while promoting participation from small businesses and disadvantaged business enterprises.

Work Details
The contractor shall provide all labor, materials, supplies, tools, parts, incidentals, travel, traffic control, disposal, and equipment necessary to repair and/or replace damaged Metal Beam Guardrail (MBGR), Midwest Guardrail System (MGS) barrier, Thrie Beam Barrier, Terminal Systems, Crash Cushions, Transition Railings, End Anchor Assemblies, channel rail, and other highway components on a routine or non-routine basis in Santa Cruz County.

Specific tasks include:
1. Reconstructing metal beam guardrails (MBGR) with both wood and steel posts.
2. Reconstructing Midwest Guardrails (MGS) with both wood and steel posts.
3. Installing terminal systems including SRT 350 and MSKT systems.
4. Concrete repairs to abutments or walls as specified.
5. Installation of crash cushions and other safety-related components as detailed in Exhibit A of the Proposed Form of Agreement.

Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe as outlined in the bid submission schedule. Key dates include bid submission by October 23, 2025.

Place of Performance
All services will be performed in Santa Cruz County, California.

Bidder Requirements
Bidders must possess a valid registration with the Department of Industrial Relations (DIR) at the time of bid submission. They must also have a valid Contractor's State License Board (CSLB) license appropriate for the work being undertaken.

Additionally, bidders are encouraged to meet a minimum participation goal of 25% for small businesses or microbusinesses in their bids. A three percent DVBE participation requirement applies as well.
