Group Purchasing Organization (GPO) Membership

Background
The San Bernardino County Purchasing Department is seeking proposals for Group Purchasing Organization (GPO) Membership to enhance purchasing and acquisition solutions. The goal is to leverage volume purchase agreements to reduce costs and streamline procurement processes across various county departments, including the Arrowhead Regional Medical Center.
The County anticipates annual expenditures of approximately $80 million under this contract.

Work Details
The selected GPO will provide a range of services including:
1. Access to competitively bid contracts for medical/surgical supplies, clinical laboratory supplies, pharmaceuticals, capital equipment, and minor medical equipment.
2. Fee-based and value-added services such as supply chain analytics, pharmacy program analytics, physician preference item analytics, and supply chain training programs.
3. Emergency supply provisions without prior allocation requirements.
4. Comprehensive project plans with milestones for full implementation by December 2026.
5. Monthly status reports on GPO performance measures and compliance with standardization programs.
6. Quarterly reports detailing items purchased and rebates paid or unpaid.

Period of Performance
The contract period will last a maximum of 7 years starting from January 1, 2027, with options for three one-year extensions until December 31, 2033.

Place of Performance
Services will be performed primarily within San Bernardino County, California.

Bidder Requirements
Proposers must demonstrate experience in providing similar services to hospitals of comparable size to Arrowhead Regional Medical Center. They must also provide references from five government hospitals served by their organization.
Proposals should include a detailed transition plan and confirm compliance with all applicable laws and regulations.
