Grant Writing Consulting Services

Background
The City of Carlsbad is seeking responses to this Request for Qualifications (RFQ 26-01) from qualified consultants to provide Grant Writing Consulting Services on an on-call, as-needed basis. The goal of this contract is to assist the city in identifying and securing federal, state, private, and corporate grant funding opportunities.

The city aims to engage one or more firms to support various projects and programs that align with its mission of enhancing community services and infrastructure.

Work Details
The professional grant writing services required include:
1. Identification of funding opportunities for city projects including Public Health and Safety (Police, Fire, Emergency Services), Transportation Infrastructure, Water and Wastewater Utility Infrastructure, Affordable Housing and Homeless Services, Economic Development, Parks and Recreation, Environmental Sustainability (Renewable Energy, Energy Efficiency), Civic Engagement, and other projects as directed.
2. Technical writing assistance ranging from advice on grant proposals to reviewing proposals prepared by city staff.
3. Completing grant applications for various city projects.
4. Generating supporting graphics such as exhibits and schematics for funding applications.
5. Compiling records and data as requested for funding applications.
6. Proactively identifying potential funding opportunities that match specific city projects or programs.
7. Assisting with the preparation of post-award reports required under grant terms during the contract term.
8. Providing an estimated schedule and cost for each service requested.

Period of Performance
The initial contract period is two (2) years with an option to extend for two additional two-year periods based on mutual agreement and job performance.

Place of Performance
Services will be performed in the City of Carlsbad, California.
