Background
The City of Santa Cruz Water Department (SCWD) is seeking Statements of Qualifications (SoQs) from consultants to provide specialized Environmental Services for the Graham Hill Water Treatment Plant (GHWTP) Facility Improvements Project (FIP). This project, valued at over $100 million, aims to enhance environmental compliance and construction monitoring at an active water treatment facility. The SCWD's goal is to pre-qualify three to four Environmental Consultants who will work alongside Construction Management firms in a two-step solicitation process. The ultimate aim is to enter into a single contract for Construction Management and Environmental Services during the construction phase.
Work Details
The selected Consultant will be responsible for providing a range of environmental services including: project management, worker environmental training, and oversight of biological, arborist, cultural, and paleontological resources. A multi-disciplinary team is required, including qualified biologists, ISA Certified Arborists, archaeologists, and paleontologists. The services will augment City staff in implementing the project and will include at least two Service Orders as described in Section 4 Preliminary Scope of Services.
The anticipated construction schedule is expected to start in the first quarter of 2027 and last for four years. Specific tasks include procurement of materials, mobilization of personnel, installation of stormwater pollution prevention measures, demolition of existing structures, site preparation, foundation installation for new buildings, process equipment installation, trenching for new piping and conduits, paving works, and landscaping.
Period of Performance
The construction is anticipated to begin in the first quarter of 2027 and will span a duration of approximately four years.
Place of Performance
The primary location for the work will be at the Graham Hill Water Treatment Plant located at 715 Graham Hill Road in Santa Cruz, CA. Additional services may also be required at a temporary staging area located at 1941 Ocean Street Extension in Santa Cruz.
