Graffiti Removal Services

Background
The City of Long Beach (City), Department of Public Works (Department), Public Service Bureau (PSB) is soliciting proposals from qualified firms for professional Graffiti Removal Services on public and private property throughout the City. The Clean Team Division within the Public Service Bureau oversees the Graffiti Abatement Program for the City. In 2023, the Graffiti Abatement Program reported the successful removal and/or repair of graffiti citywide at 94,750 sites containing 196,072 graffiti tags in a total area space of 1,281,786 square feet. The goal of this RFP is to maintain graffiti-free public structures and property.

Work Details
The City is seeking qualified Contractors to provide professional Graffiti Removal Services within the right-of-way throughout the City that is high quality and leaves no traces of past damage and/or defacement. The awarded Contractor will be required to remove or paint over graffiti on public and private property for a minimum of 200 hours per week by providing a minimum of five trucks with each truck performing 40 hours of weekly service.
Additionally, around-the-clock, 24/7 emergency removal services for 'hate-related' graffiti that expresses hate or encourages violence towards a person or group based on race, religion, sex, or sexual orientation are required.
The contract will be federally-funded by the U.S. Department of Housing and Urban Development (HUD), Community Development Block Grant (CDBG) program.

Period of Performance
The contract will be for a period of three years with the option for renewal for five additional one-year periods.
The total contract term will not exceed eight years.

Place of Performance
The geographic location(s) where the services will be performed include public and private property throughout the City.
