Graffiti Abatement Services

Background
The San Bernardino County Land Use Services Department is seeking proposals for graffiti abatement services to maintain the aesthetic integrity of the County's unincorporated areas. The goal is to ensure timely removal of graffiti to prevent further vandalism and enhance community appearance. The contract will be awarded based on the quality of proposals received.

Work Details
The selected vendor will provide graffiti abatement services including:

1) Monthly abatement at a minimum number of sites as specified;
2) Availability 24/7 for service requests;
3) Removal of graffiti from various surfaces (wood, metal, stucco, etc.);
4) Use of appropriate methods for removal (water blasting, painting, chemical solvents);
5) Compliance with County regulations regarding chemical use;
6) Maintenance of records/logs for all requests;
7) Provision of real-time web-based work order management and tracking application;
8) Submission of monthly invoices with detailed reports and photographic documentation;
9) Coordination with the County's Hazardous Waste and Recycled Paint Program;
10) Compliance with safety regulations during operations.

Period of Performance
The contract period will last for three years, starting from July 1, 2026, and ending on June 30, 2029. There is an option for two one-year extensions based on performance and funding availability.

Place of Performance
Services will be performed throughout San Bernardino County in unincorporated areas as specified in service requests.

Bidder Requirements
Proposers must be registered with the Department of Industrial Relations and have no record of unsatisfactory performance with the County. They must also provide evidence of insurance as per requirements outlined in the RFP. Additionally, vendors must demonstrate experience in similar projects and possess necessary licenses and certifications.
