GIS Professional Service

Background
The City of Lake Forest, located in southern Orange County, California, is seeking proposals from qualified vendors to provide part-time, contract Geographic Information Systems (GIS) professional services. The City aims to enhance its GIS capabilities by establishing a contracted full-service professional GIS team that will deliver operational support and strategic guidance for GIS initiatives. The City was incorporated in 1991 and operates under a Council/Manager form of government.

Work Details
The selected vendor will serve as the City's primary GIS resource, responsible for:
- Delivering operational support and strategic consulting to maintain, enhance, and modernize the City's GIS.
- Providing GIS staffing, system administration, spatial data management, mapping, quality assurance, and subject matter expertise in support of City departments and public safety agencies.
- Participating in bi-weekly meetings to review open requests and report on completed tasks.
- Submitting weekly reports detailing service requests received and completed.
- Administering Esri software and ensuring system security and performance.
- Advising on GIS design and modernization efforts.

Period of Performance
The initial contract term will be three (3) years from January 1, 2026 to December 31, 2028, with two optional one-year extensions.

Bidder Requirements
Respondents must demonstrate experience in providing GIS services to public clients and comply with all applicable local, state, and federal laws. Additionally, they must submit a detailed cost proposal including hourly rates for various positions involved in the project.
