Background
The City of Norco is seeking proposals from professional consultants to provide a comprehensive range of Geographic Information Systems (GIS) support services. The City aims to establish an ongoing partnership with a firm that can deliver high-quality, timely, and cost-effective GIS services.

The selected firm will work closely with various City departments that utilize GIS for managing and tracking infrastructure and assets, including water, sewer, storm drains, and parks. The City employs ESRI software for its GIS applications and requires the consultant to enhance existing capabilities for data analysis and decision-making.

Work Details
The consultant will be responsible for the following tasks:
1) ArcGIS Data and Mapping Support Services: Maintenance and updates of existing GIS layers, creation of new datasets, advising on GIS projects, and integration with CentralSquare EAM.
2) ArcGIS Server Professional Services: Administration, design, development, implementation, upgrade, and maintenance support for ArcGIS Server applications.
3) Application Development Professional Services: Development of applications using ArcGIS Desktop or Server with examples provided.
4) ArcGIS Online Support: Management of web applications for ArcGIS Online.
5) Network Administration: Assistance with network administration related to GIS applications.
6) On-Call Support: Availability for emergency GIS web application outages after hours or on weekends.
7) Transfer of Knowledge, Training, and Documentation: Providing training to staff and creating documentation as needed.
8) As-built Scanning: Developing a plan for barcode labeling and scanning as-built drawings.
9) Digitizing data from as-builts or CAD files into GIS data with validation processes in place.
10) Other GIS Data updates including county data updates and feature class maintenance.
11) Map book creation and updating using ArcGIS Pro.

Period of Performance
The contract term will begin upon issuance of the Notice to Proceed by the City and will extend until June 30, 2029, with options for two one-year extensions by mutual agreement.

Place of Performance
Services will primarily be performed at the City of Norco's facilities located at 2870 Clark Avenue, Norco, California.

Bidder Requirements
Consultants must demonstrate experience in providing similar services over the past five years with at least three excellent references. They must comply with all local, state, and federal laws regarding employment eligibility and possess all necessary licenses to perform the required services in California.
