Description

The Mayor's Office of Community Safety ( Mayor's Office ) seeks a Contractor that will provide a consultant to work with the Mayor's Office and various community violence intervention and prevention agencies to improve the Mayor's Office's Gang Reduction and Youth Development's ( GRYD ) assessment tools, provide general data-driven research, evaluation, and analysis of GRYD as well as improve the implementation of the Family Service Model in the delivery of GRYD prevention and intervention services. The Contractor will provide research and data-supported advice on the strengths and weaknesses of the GRYD model and recommendations on improvement for future performance. Background
The Mayor’s Office of Community Safety in Los Angeles seeks a Contractor to provide consulting services aimed at enhancing the Gang Reduction and Youth Development (GRYD) program. Established in 2007, the GRYD program focuses on implementing data-driven gang prevention and intervention strategies in communities heavily affected by gang violence. The goal of this contract is to improve GRYD's assessment tools, conduct data-driven research, and enhance the Family Service Model used in delivering prevention and intervention services.

Work Details
The Contractor will be responsible for the following tasks:

1. Review and refine GRYD’s assessment tools including the Youth Services Eligibility Tool (Y-SET) and Service Eligibility Tool (SET):
- Collaborate with research partners to analyze and improve Y-SET and SET for better service delivery across GRYD Zones.
- Conduct interviews and focus groups with stakeholders to gather insights on the strengths and weaknesses of these tools.
- Develop indicators to capture factors related to gang resiliency and violence prevention.
- Enhance cultural sensitivity in the assessment tools.
- Pilot updated tools with Family Case Managers and refine based on feedback.

2. Staff Training:
- Conduct training sessions for GRYD staff and partners on the refined assessment tools.

3. Consultation on Family Service Model:
- Lead focus groups to gather feedback on family-centered practices within GRYD.
- Provide consultation on family-centered components of the GRYD Comprehensive Model, including training for staff to implement these practices effectively.

Period of Performance
The contract period will begin around January 10, 2025, and end on June 30, 2025, with all work needing completion before this end date.

Place of Performance
The services will be performed within various locations across the City of Los Angeles as part of the GRYD program.
