Background
The Orange County Transportation Authority (OCTA) is seeking to conduct a study to develop a conceptual plan for a freeway Bus Rapid Transit (BRT) and express route network that could potentially serve both intra-county and inter-county destinations.
The study will focus on freeway BRT projects on the I-5 and SR 55 corridors and assess the feasibility of implementing express bus service on other Orange County freeways and toll roads, including SR 22, SR 57, SR 91, I-405, as well as the 73, 133, 241, and 261 toll roads. This initiative follows the publication of the Freeway BRT Concept Study in 2021, which assessed the suitability of BRT service along these corridors.

Work Details
The consultant will perform the following tasks:
1. Identify best practices for freeway BRT and express bus routes by reviewing peer agency programs.
2. Review the previous Freeway BRT Concept Study and discontinued OCTA express routes.
3. Refine recommendations for route alignments and station locations for freeway BRT and define potential express routes.
4. Develop ridership and cost estimates for each route.
5. Determine necessary capital improvements to maximize transit in the corridors.
6. Refine route alignments based on feedback from stakeholders.
7. Identify short- and long-term recommendations for implementation.
Period of Performance
The contract will commence upon the effective date of the agreement in 2026 and will continue until completion of all tasks outlined in the scope of work.

The study will be conducted within Orange County, California, focusing on specific freeways including I-5, SR 55, SR 22, SR 57, SR 91, I-405 as well as toll roads such as 73, 133, 241, and 261.
