Background
The California Department of Corrections and Rehabilitation is issuing this Invitation for Bid (IFB) for the procurement of a complete roofing system for the High Desert State Prison.
The goal of this contract is to replace the existing roofing system, ensuring compliance with all applicable codes and standards.
This project is critical to the Facility Planning, Construction, and Management division and must be completed on time to meet operational needs.

Work Details
The contract involves providing a complete roofing system including:
1. Thermoplastic roofing membrane, adhered polyvinyl chloride (PVC), 80 mil, covering approximately 31,166 square feet.
2. Sheet metal products fabricated by Inmate Ward Labor (IWL).
3. Adhesives and sealants for roof and walls.
4. Technical assistance including on-site inspection, testing, training, and certification of IWL staff by the roofing manufacturer’s representative.
5. A ten-year full system warranty from the manufacturer.
6. Submittals including product data sheets, shop drawings, installation instructions, and warranty documentation.
7. Delivery of 10% of all roofing materials upon request of the Construction Supervisor.
8. All materials must meet design criteria and safety standards as approved by CDCR.

Period of Performance
The contract performance period will commence upon issuance of a purchase order and Notice to Proceed, typically within 90 days after approval of submittals.

Place of Performance
The delivery location for all products is High Desert State Prison located at 475-750 Rice Canyon Rd., Susanville, CA 96130.
