Forensic Assertive Community Treatment (FACT) Program - RFI

Background
The Department of State Hospitals (DSH) manages the nation’s largest inpatient forensic mental health hospital system. Its mission is to provide evaluation and treatment in a safe and responsible manner, seeking innovation and excellence in state hospital operations, across a continuum of care and settings.
DSH is responsible for the daily care and provision of mental health treatment of its patients. DSH oversees five state hospitals located at Atascadero, Coalinga, Metropolitan – Los Angeles, Napa and Patton.
The Forensic CONREP is DSH’s statewide system of community-based services for specified court-ordered forensic individuals. Mandated as a State responsibility in 1984 by the Governor's Mental Health Initiative, the program began operations on January 1, 1986, and operates pursuant to statutes in Welfare and Institutions Code (WIC) 4360 (a) and (b). CONREP aims to promote greater public protection in California's communities via an effective and standardized community outpatient treatment system.

Work Details
The service provider shall provide services pursuant to Welfare and Institutions Code (WIC) Section 4360 (a) and (b), to operate a Forensic Conditional Release Program (CONREP) for the DSH CONREP. The services shall focus on adjustment to community outpatient treatment settings, competency restoration treatment, relapse prevention, supporting client recognition of patterns that lead to offenses, and development of alternative behaviors.

Period of Performance
The contract will be performed statewide at a variety of locations throughout California including state prison facilities, state hospitals, county jails, and county courts.
