Description
Background
The California Department of Fish and Wildlife (CDFW) is seeking to replace its outdated Vehicle Tracking System (VTS) with a modern, cloud-based Fleet Tracking System (FTS).
The mission of CDFW is to manage California’s diverse fish, wildlife, and plant resources, and the habitats upon which they depend.
The current VTS has been in use for over 15 years and suffers from numerous inefficiencies, including manual data entry errors, lack of integration with financial systems, and an outdated user interface.
CDFW aims to implement a new system that can effectively manage fleet data, integrate with critical internal and external systems, and support comprehensive reporting processes.
Work Details
The new Fleet Tracking System must include the following capabilities:
1. A centralized, scalable database solution within the CDFW Azure environment.
2. A modern, accessible deployment architecture that does not require remote desktop login.
3. High user satisfaction through an intuitive User Experience (UX) design.
4. Seamless integration with Microsoft Entra ID for Single Sign-On capabilities.
5. Integration with WEX for fuel transaction data ingestion and Geotab for vehicle telemetry data retrieval.
6. Automated funding code capture and reporting mechanisms to eliminate manual processes.
7. Comprehensive real-time reporting capabilities covering all aspects of fleet management.
8. Migration of approximately 15 years of historical data from the existing VTS system to the new FTS.
Period of Performance
The RFI was released on November 4, 2025, with responses due by January 5, 2026.
Vendor demonstrations are scheduled between January 19-23, 2026.
Place of Performance
The contract will be performed within the State of California as it pertains to the operations of the California Department of Fish and Wildlife.

Vendors must have experience in fleet management systems and demonstrate their capability to meet CDFW's objectives as outlined in the RFI response instructions.
