Description

Background
The Riverside Transit Agency (RTA) is a Joint Powers Agency established in 1977, responsible for coordinating transit services across western Riverside County. RTA operates from two facilities and is governed by a board of directors comprising elected officials from various cities and the County Board of Supervisors.

The agency seeks to enhance its security measures through the implementation of a firearms detection video monitoring system, utilizing advanced technology to ensure safety across its properties.

Work Details
The contractor will provide a software as a service platform and hardware, including on-premises servers that run proprietary visual analytics capable of ingesting real-time streaming protocol (RTSP) streams from RTA's existing IP-based digital cameras. The system must analyze video frames to detect brandished firearms, sending verified alerts to law enforcement and designated RTA contacts.

Specific tasks include:
1. Providing 24/7/365 live monitoring by trained professionals.
2. Ensuring notifications are dispatched within 5 seconds of detection.
3. Maintaining data ownership and curating AI training data.
4. Supplying at least three references demonstrating successful firearm detection incidents.

Period of Performance
The contract will have a base term for initial setup and installation, followed by one year of monitoring and support, with four optional one-year extensions available, totaling up to five years of service.

The primary locations for performance include RTA facilities at:
- 1825 Third St, Riverside, CA
- 700 Scaramella Cir, Hemet, CA
- 4085 Vine St, Riverside, CA
- 31 E Grand Blvd, Corona, CA.

Bidder Requirements
Contractors must possess recent experience in similar projects and hold certifications such as the Department of Homeland Security SAFETY Act Designation and ISO/IEC 27001 & SOC 2 Type II certifications. They must also demonstrate scalability with previous deployments across similar clients.

Option Terms – RTA, at its sole discretion, reserves the right to extend the term up to an additional twelve (12) months. RTA's election to extend beyond the “Initial Term” shall not diminish its right to terminate for convenience or default.

No Response/Decline Form – Offerors choosing not to submit a proposal/quote/statement are requested to complete and email the “No Response Decline” form only to the Procurement Official listed.
