Description

The City of Malibu is interested in contracting with highly qualified consulting firms to provide development services as part of a Fire Recovery and Rebuild Team (Rebuild Team). The Rebuild Team will be staffed by City Public Works Department and Community Development Department, including the Planning Division and Building Safety Division. To enhance the team, contract services will include preliminary planning review, civil engineering, building plan check review, geotechnical, coastal engineering, and environmental health review, permit issuance, and construction and building inspections.Qualified consultant firms wishing to provide only one or part of these services are welcome to do so, provided that this is clearly expressed in the proposal and reflected in the scope of services and fee schedule.
Background
The City of Malibu is seeking to contract with highly qualified consulting firms to provide development services as part of a Fire Recovery and Rebuild Team (Rebuild Team). This initiative follows significant wildfires, including the Franklin Fire and the Palisades Fire, which resulted in extensive damage to properties and infrastructure. The goal of this contract is to support the recovery and rebuilding efforts for nearly 700 properties affected by these disasters, ensuring that residents can navigate the permit application process efficiently while maintaining high levels of city services.

Work Details
The consulting services required include:
1) Preliminary planning review;
2) Civil engineering services, including AutoCAD and plan checking;
3) Building plan check review;
4) Permit issuance;
5) Construction and building inspections.

The consultant will also assist with geotechnical, coastal engineering, and environmental health reviews. All civil engineering work must comply with the City’s Local Coastal Plan (LCP), Municipal Code, California Vehicle Code, and other applicable regulations. Services will be conducted under the direction of a Registered Civil Engineer licensed in California. The consultant will provide comprehensive construction management services including contract administration, project management, inspections, testing, value engineering, progress payment requests, and project close-out.

Period of Performance
The contract is expected to commence upon award and will remain in effect until all services are rendered and deemed completed by the City.

Place of Performance
Services will be performed within the City of Malibu, California.

Bidder Requirements
Consultants must demonstrate qualifications relevant to local government experience and similar projects. They are required to submit a proposal that includes a cost breakdown identifying hourly rates for staff classifications involved in providing the required services. Additionally, consultants must maintain appropriate insurance coverage as specified in the agreement.
